The concept of “technological development” makes reference to a process of refinement of a certain technology. This betterment is accomplished in order to attend the needs of a larger society. 
We can quote examples of “technological development”: the exchange of wood for coal, on the First Industrial Revolution; the substitution of coal by steel and iron on the 19th and 20th centuries (Technological Revolution); besides the retreat of the information flux (by men) to input of digital processing (made by machine) with the Informatics Revolution.
